Recently appointed CEOs Madeleine Delaney, Joan Crawford and Brian Lee join ACESA

Joan Crawford, Chief Executive, Legal Aid Board

Appointed in April 2023, Joan previously served as Director of Internal Service Delivery (Civil) and Regional Manager for the Legal Aid Board, having worked as a solicitor and subsequently as a Managing Solicitor in various Law Centres in the Dublin region. A solicitor by profession, Joan has experience in general practice and local government, as well as extensive experience in Family Law and Mediation, Child Abduction and Child Care cases in all courts.

She is a graduate of University College Dublin and the Institute of Public Administration, holds a Masters in Public Management and Diplomas in European Law, Child Care Law and Mental Health and Capacity Law.  Joan is a "designated public official" for the purpose of the Regulation of Lobbying Act 2015.

Madeleine Delaney, CEO, Charities Regulator

Madeleine Delaney was appointed Chief Executive of the Charities Regulator in August 2024.

Madeleine has been Interim Chief Executive since April 2024 and was previously Director of Legal Affairs and Registration with the Charities Regulator. Prior to joining the Charities Regulator in 2021, she worked with the Pensions Authority in a legal and compliance role, and more recently she was Head of Legal at the Office of the Ombudsman, (including the Office of the Information Commissioner, and the Standards in Public Office Commission).

Madeleine holds an LLB and LLM, postgraduate diplomas in Regulatory Management and in Public Management and a Masters in Leadership and Strategy.

Brian Lee, CEO / Registrar, Health Insurance Authority

Brian Lee joined the Health Insurance Authority in June 2024 after over three years with the HSE where he was Head of Operations for the COVID-19 Test and Trace Programme. Prior to this, Brian was Director of Quality Assurance and Regulation with Tusla – the Child and Family Agency for over six years. His previous roles include Director of Operations with Health Care Informed, National Clinical Care Programme Manager in the HSE, Project Manager and Inspector with HIQA, and United Drug. Brian has served as Chair of the Board of Directors of Gheel Autism Services and served as a member of CORU Council - the statutory regulator for health and social care professionals.

He holds an MBA from TU Dublin and a number of qualifications from University College Dublin including a degree in Biochemistry and Graduate Diplomas in Healthcare Risk Management and Quality, Professional Regulation, and Organisational Renewal and Transformation.
