PRESENTATION FROM BILL MCCLUGGAGE, CHIEF INFORMATION OFFICER AT DEPR

On Wednesday 16th October, 31 members attended an ACESA Breakfast Briefing where Bill McCluggage, recently appointed Chief Information Officer at DEPR, gave a presentation entitled “Improving the delivery of public services through effective use of technology, eGovernment and Cloud computing”. The presentation focused on the strategic direction of technology in support of the wider mission and strategic change objectives in the Public Sector.

Key Discussion Points

Mr. McCluggage informed the meeting that government has begun to address the challenges of handling ICT but that we have a long way to go.

He focused on the importance of understanding the value of IT and of getting the basics right, thinking digital;  and looking at new and effective ways of engaging with stakeholders/consumers

Looking towards the immediate furore, the Department of Public Expenditure and Reform is moving forward with Cloud services in the short term and hopes to have a Cloud Services catalogue available in early 2014.

A major reorganisation of CMOD is being undertaken currently and the projected date for the implementation of a Financial Management shared service is 2015/2016.

He made it clear that there are considerable opportunities; However, clear challenges remain in joining up administration. Procurement must be addressed to rebalance?protection of procurers vs. quality of result.

Evaluation

The meeting was positively evaluated and a number of members indicated they would be contacting Bill McCluggage for bilateral meetings.
