Agencies as Leaders and Catalysts of Change
On 28th May, 27 members attended a presentation given by Martin Fraser, Secretary General to the Irish Government and Secretary General of the Department of the Taoiseach. This presentation was extremely interesting and provided some very good insights. In his opinion the austerity measures of recent years were a blunt instrument, but without them the country would not now be back on its feet. A notable point for members was Mr Fraser’s emphasis on the importance of collaboration in the civil and public service, and the challenges associated with achieving this objective. The need for greater clarity between departments and agencies regarding their respective roles and ways of operating – and the importance of ongoing communications – were also noted; as was the need for ongoing cultural changes in the civil and public service. Members appreciated his undertaking to have a conversation at the Civil Service Board about some of the issues raised by agencies at this meeting.
