Artificial Intelligence is here and more is on the way: Is your organisation ready?

Find out about broader uses of AI, how it will be regulated in the future, and what it means for government agencies at our next ACESA event. which will take place from 5pm, Wednesday 12th May 2021:
As part of our increased offering of events, this is our first Wednesday evening event, which we are hosting in response to feedback from members. The discussion will be moderated by ACESA member Garrett Blaney, Commissioner and Chairperson of Comreg, and we have secured a number of subject experts in the field to discuss the challenges and opportunities that AI is already bringing to our world, and what is coming down the track.

Jeremy Godfrey, Commissioner ComReg, ex CIO of Hong Kong
Jeremy Godfrey joined the Commission for Communications Regulation (ComReg) as Commissioner in 2013 and was Chairperson of the Commission from February 2015 to February 2017. He was Chair of the Body of European Regulators for Electronic Communications (BEREC) for 2019 and Vice-Chair in 2020.
Jeremy has more than thirty years’ experience in the ICT sector, as an industry executive, business consultant and Government official.
Prior to joining ComReg, he was Government Chief Information Officer in Hong Kong. In this role, he had responsibility both for Government IT and for IT-policy issues such as digital inclusion, Internet governance and the promotion of inward investment in the IT sector.
Jeremy began his career in the UK’s Department of Trade and Industry, serving as private secretary to the Cabinet Minister as well as in a variety of other roles. He then spent ten years in the Cable & Wireless Group, in Hong Kong and in the UK, mainly in strategy, marketing and regulatory roles – including Director of Strategy and Director of Marketing for Hong Kong Telecom.
Between 1998 and 2008, Jeremy worked for PA Consulting Group where he was a partner in the Hong Kong office, serving clients in the communications, transportation, financial services and government sectors. Projects he led included major change initiatives, business start-up projects, and due diligence assignments. He worked in around a dozen markets in Asia and the Pacific.
David Hegarty, ASec DETE – New AI Strategy Lead
David Hegarty is an Assistant Secretary at the Department of Business, Enterprise and Innovation where he up the Department’s Enterprise Strategy, Competitiveness and Evaluation Division.
He works with other divisions in the Department and with other Government Departments with the aim of ensuring that public policy supports a strong, competitive enterprise sector in Ireland.
The Division provides evidence-based support to the work of the Department and works across government to enhance the business environment in areas such as skills, taxation, essential infrastructures, competitiveness and productivity.
The Division is currently finalising for Government consideration a national Artificial Intelligence strategy, a commitment under the Government’s Future Jobs Ireland initiative.
An economist by profession, David previously worked in the Department of Finance.
Barry Lowry, Chief Information Officer, Irish Government
Barry Lowry has been the Chief Information Officer for the Irish Government since April 2016 with the primary task of taking forward the Public Service ICT and eGovernment Strategies. These set out ambitions for developing the use of shared services, digital services and data to better serve the people of Ireland and ensure that Ireland is well-placed to benefit from European initiatives such as the Digital Single Market.
Barry is also the Chief Adviser to Government on all Digital matters affecting the State and its citizens.
Barry was previously the Director for IT Shared Services and Strategy and Head of the IT Profession within the Northern Ireland Civil Service.
Barry is a Fellow of the Irish and British Computer Societies and is a former winner of the BCS Northern Ireland IT Professional of the Year. He was awarded an O.B.E. for services to the Northern Ireland Government and the Northern Ireland Computer Industry in 2017.
Hilary Murphy-Fagan, CEO, National Shared Services Office, Irish Government
Hilary Murphy-Fagan is the CEO and Accounting Officer for the National Shared Services Office (NSSO) that is accountable for public service shared services and provides a wide range of HR, Payroll and Pensions corporate services to civil and public servants and retirees, from across central Government Departments and offices, the Justice and Defence sectors. The NSSO will introduce finance shared services to these bodies from 2022.
Hilary joined the Department of Public Expenditure and Reform during the fiscal crisis to lead this complex and challenging transformation for Government, building capabilities and modernising where possible.
Hilary is a passionate and energetic leader for data driven, digital and technological innovation, with a strong focus on governance, risk management and control. She has a track record of over 25 years leading complex structural, technological innovation in a variety of industry sectors, across Europe, Middle East, South Africa, India, China and the Philippines.

Garrett Blaney, Commissioner and Chairperson, ComReg
Garrett Blaney joined the Commission for Communications Regulation (ComReg) as Commissioner and Chairperson in January 2019.
Garrett was previously a member of the Commission at the Commission for Regulation of Utilities since February 2010 and Chairperson from February 2014 to February 2017. In 2017, he was elected the Chair of the ACER Board of Regulators (Agency for the Co-operation of Energy Regulators) and also the President of the Council of the European Energy Regulators (CEER).
Prior to becoming a Regulator Garrett had over 20 years of experience working in the energy industry. He was previously Strategic Development Director for Viridian Power and Energy, Commercial Director for Huntstown Power, Ireland’s first independent power producer, and Asian regional director for ESB International.
