ACESA Members & DPER: Working in Partnership for the Public Good 

David spoke to members about his experience in the civil service and his views on the need for reform in the public sector. David drew on his experience as a public servant from the Department of Health to his tenure as secretary general at the Department of Public Expenditure and Reform. David highlighted a number of key issues in the public sector that need to be addressed in the future such as the public’s trust in government and how best to serve changing demographics. He emphasised strategic planning capabilities in the public sector, the need for collaborative working and co-creation in public management and evaluation. David also spoke about the importance of partnership, working with the public and service users to create trust and legitimacy in services. He referred to the plan for civil service renewal in 2020 and the progress being made on diversity, equality and inclusion, one of the greatest challenges facing the public sector. David spoke about the digitalisation of the civil service and its emphasis on innovation and efficiency. He also spoke about the role of the public sector in tackling climate change with the creation of new carbon budgets.

Members were keen to hear David’s thoughts and views on a number of issues such as the digitalisation of public services, public service values, building resilience and flexibility in accessing public services.

 

About David Moloney: David was appointed as the General Secretary of DPER in August 2021. Prior to this, he was head of the Labour Market and Enterprise Division of the Department, with responsibility for various expenditure areas including Social Protection, Housing, Enterprise and Agriculture and for the Irish Government Economic and Evaluation Service (IGEES).

Over the course of his career in the Civil Service, David has also served in the Department of the Taoiseach, the Department of Finance and the Department of Health.
